學生議會簡介

監督學生會施政是我們的職責

學生議會為學生會之立法機關，有監督學生會施政的職責，行使質詢權及審核學生會行政中心所提出之預算與決算；還有對學生會組織章程做修改；議決學生議員或學生會行政中心所提出之議案；監督學生會的會務及財產移交事項…等等，作為監督學生會的防腐劑、自治法規的把關者，也是學生族群參與校務的好幫手。為了充分促進校園民主、落實學生自治、培養學生負責與服務的能力，才有學生議會的產生，並希望藉由學生的力量一起來爭取學生應有的權利。

內部運作上，學生議會下設不同委員會，分別處理不同議案後向大會報告。本校學生議會常設的委員會包含了程序委員會、法規委員會及經費稽核委員會。而學生議會也會有代表去參與學校的校務會議或學生獎懲委員會…諸如此類的會議，讓學校可以聽見學生的心聲，學生也可以知道學校的想法，扮演起學校及學生間的橋樑。

法規委員會

• 稽查組織章程是否有不合宜或互相抵觸之情形
• 依需求訂立相關法規

學生權益委員會

• 審查行政中心權益部之議案
• 督促學生權益相關之校方政策
• 協助行政中心權益部，並予以建議

經費稽核委員會

• 按組別，審查行政中心各部門經費運作狀況，並於議會大會報告。
• 可依情況下設次級委員會
• 除議長、副議長與各委員會主席外，其餘成員皆為當然委員。
• 分組目的：

1. 提升有效會議率
2. 避免部門與審核議員重疊過多
3. 分案檢核

• 負責本會懲戒事項
• 目前雖無實際運作情形，但將對於多次未出席會議之委員，按規則啟動進行。

程序委員會

• 進行議案的審查
• 排定大會的議程，目地在於使議事順利進行。
• 就提案資訊完備程度審核，避免浪費大會上所有學生議員的時間。
• 考量所有議案重要性及先後關係，排定下一次大會的議程。

  ntroduction to the Student Council

  Supervising the administration of the Student Union is our duty.

  The Student Council is the legislative body of the Student Union. It is responsible for supervising the administration of the Student Union, exercising the right of inquiry, and reviewing the budgets and final accounts proposed by the Administrative Center of the Student Union. It is also responsible for amending the Constitution of the Student Union; deliberating and resolving motions proposed by student council members or the Administrative Center of the Student Union; and supervising matters related to the affairs of the Student Union and the transfer of property. Serving as a safeguard against corruption within the Student Union and as a gatekeeper of self-governance regulations, the Student Council is also an important assistant for student participation in school affairs.

  The Student Council was established in order to fully promote campus democracy, implement student self-governance, and cultivate students’ abilities to take responsibility and provide service. Through the collective power of students, it is hoped that the Council can strive for the rights to which students are entitled.

  In terms of internal operations, the Student Council establishes different committees to handle different motions and report to the General Assembly. The standing committees of the Student Council include the Procedure Committee, the Regulations Committee, and the Funding Audit Committee.

  The Student Council also sends representatives to participate in school affairs meetings, student reward and disciplinary committees, and other similar meetings. These meetings allow the school to hear the voices of students, while students can also understand the school’s perspectives, thereby serving as a bridge between the school and the students.

  About the Committees

  Standing Committees

  Regulations Committee

  * Inspect whether the Constitution and regulations contain inappropriate or conflicting provisions
  * Formulate relevant regulations according to needs

  Student Rights and Interests Committee

  * Review proposals submitted by the Rights and Interests Department of the Administrative Center
  * Supervise school policies related to student rights and interests
  * Assist the Rights and Interests Department of the Administrative Center and provide recommendations

  Funding Audit Committee

  * Review the operational status of funds of each department under the Administrative Center by division and report the results at Student Council meetings
  * Subcommittees may be established according to circumstances
  * Except for the Chairperson, Vice Chairperson, and the chairpersons of each committee, all remaining members shall serve as ex-officio committee members

  Purpose of Division-Based Review

  * Improve effective meeting efficiency
  * Avoid excessive overlap between departments and reviewing council members
  * Conduct case allocation and review

  Special Committees

  Disciplinary Committee

  * Responsible for disciplinary matters of the Council
  * Although there is currently no actual operation, the committee shall be activated according to regulations for members who repeatedly fail to attend meetings

  Procedure Committee

  * Review motions and proposals
  * Arrange the agenda of the General Assembly in order to ensure the smooth progress of proceedings
  * Review the completeness of proposal information to avoid wasting the time of all student council members during the General Assembly
  * Arrange the agenda of the next General Assembly according to the importance and priority of all proposals
